Steve advises technology and life sciences companies on a wide variety of antitrust matters, including mergers and acquisitions, antitrust compliance issues, and government investigations. Steve has extensive experience guiding clients through a rapidly evolving antitrust landscape, and in proactively addressing antitrust and compliance risks in support of clients’ strategic objectives.

Steve regularly represents clients in M&A transactions reviewed by the Antitrust Division of the Justice Department and the Federal Trade Commission, as well as various state attorneys general. Steve’s career has included successfully handling many of the largest and most complex Second Request and Phase II merger investigations in the United States and Europe. His recent experience includes advising clients involved in investigations initiated under Section 7 of the Clayton Act, conduct investigations brought under Section 5 of the FTC Act, and in FTC Part 3 administrative proceedings. His practice also includes counseling clients on litigation of antitrust claims and counterclaims, as well as a variety of cross-border antitrust compliance and merger enforcement issues.

Steve focuses on all aspects of premerger notification practice in the United States (the Hart-Scott-Rodino Act) and around the world, including advising on applicability of competition-related premerger notification and filing requirements, as well as assisting clients in complying with foreign direct investment reporting regimes.

Prior to law school, Steve served in the U.S. Navy in the areas of cryptologic intelligence collection and information warfare.
